Sure looks like a mall

And an ugly one at that.
"The project is envisioned as a regional destination that includes stores, offices, restaurants and public spaces. While the plans are still preliminary, the idea is to devote 1 million square feet to upscale retail, 100,000 square feet to offices, 300,000 square feet to hospitality and food, and 250,000 square feet to sports and entertainment.

'This is not a mall. This is not a copy of Freeport or Kittery,' said Jason Snyder, the property owner and one of the developers."
