FEMA to Cause Unnatural Disaster?

"The Federal Emergency Management Agency is preparing a new flood insurance rate map for Portland Harbor that would effectively prohibit new construction on all the city's private and public piers and also limit the reconstruction of existing buildings.

City officials say the map would devastate the city's working waterfront and kill even scaled-down plans to redevelop the Maine State Pier. They are working with Maine's congressional delegation to postpone the release of the new map until they have a chance to challenge the data and methodology."
